If you can hit the SUV's a little off center head on, sometimes it will turn them over rendering them useless. If you can drive fast enough and not waste any time, if you get to the second tunnel fast enough the SUV will be sitting there motionless. Nail him and tip him over. You will have a free ride with no pursuit the rest of the game.
